Our Vision

Attaining throughout the Provinces of Canada, positive recognition of Antigua and Barbuda as a peaceful, law-abiding, responsible and respected member of the international community; an ideal investor-friendly country in which to invest, work, live and conduct social and business relations, and a premier destination for leisure travelers.

Our Mission

The mission of the Consulate-General of Antigua and Barbuda is to further the interest of the Government of Antigua and Barbuda by disseminating information, delivering services and pursuing opportunities consistent with our national, economic, social and cultural interests. To accomplish this, we will seek to establish and maintain functional relationships with the municipal and provisional governments, other entities such as academic institutions and relevant community groups and organizations, and through connections with our diasporic communities and professionals.

Our Function

The Consulate General has responsibility for promoting and protecting the interest of Antigua and Barbuda and its nationals within its jurisdiction, promoting economic exchanges in the social, educational and cultural fields, supporting development programmes and initiatives, providing consular services to nationals living, working or studying in Canada, nationals visiting Canada and people living in Canada who want to visit Antigua and Barbuda.

Jurisdiction

From its base in Toronto, the Consulate has jurisdictional responsibility for the Provinces of Ontario, Quebec, Alberta, British Columbia and Saskatchewan. Unofficially, the office also interfaces with nationals well beyond this geographic region. This includes a significant number of Antiguan and Barbudan students studying in Nova Scotia.

The Consulate-General has four main operational mandates:
(1) Providing consular, administrative and representational services to the national communities and others resident in Canada;
(2) Disseminating positive information about Antigua and Barbuda relevant to the Canadian context;
(3) Developing networks and linkages as beneficial channels for Antigua and Barbuda’s international relations;
(4) Promoting Antigua and Barbuda as an attractive country with an enabling environment and service to potential investor and business interest.

Biography of Ms. Ann-Marie P. Layne
Consul General

Ann-Marie Layne is a career diplomat with twenty-six years of experience in the Foreign Service of Antigua and Barbuda. She assumed the post of Consul General at the Consulate General of Antigua and Barbuda in Toronto, Ontario, Canada on 1 October 2013, having previously been posted to the Embassy and Permanent Mission of Antigua and Barbuda in Washington, D.C.

In addition to a post-graduate diploma (Hons) in International Relations from the Institute of International Relations, University of the West Indies, St. Augustine, Ms. Layne holds a Master of Arts Degree in International Relations from The Fletcher School of Law and Diplomacy, Tufts University, Boston Massachusetts and a Bachelor of Arts Degree in International Development Studies from Saint Mary’s University in Halifax, Nova Scotia, Canada.

As Consul General of Antigua and Barbuda in Toronto, Ms. Layne has been focused on raising Antigua and Barbuda’s profile in Canada, promoting Antigua and Barbuda as a destination for business, investment, and tourism, and on strengthening the engagement of the Antigua and Barbuda diaspora in Canada. Under her leadership, the Consulate General has developed a diaspora database which is to be a repository of skills of Antigua and Barbuda diaspora in Canada. Ms. Layne is the current Dean of the Consular Corps Association of Toronto, which is the largest group of consular representatives in Canada outside of the nation’s capital.

In her previous capacity as Minister Counselor/Deputy Chief of Mission at the Embassy and Permanent Mission of Antigua and Barbuda in Washington, D.C, Ms. Layne participated on Antigua and Barbuda’s negotiating team for the Cross-Border Internet Gaming dispute with the United States of America. At the Organization of American States, she played a leadership role on behalf of the Antigua and Barbuda Mission related to the strengthening of the OAS Development agenda. Ms. Layne was also the Alternative Delegate of Antigua and Barbuda on the committees related to Hemispheric Security and the Inter-American Commission of Women (CIM).
